 TECHNICAL ASSISTANCE TO THE IMPLEMENTATION OF TETRA PHASE 2 PROJECT

Information about the project: The project can be divided into four main phases:

  • Part 1: Survey, conceptual design and quantitative estimation
  • Part 2: Preparation of technical specifications and complete application dossier
  • Part 3: Managing and Evaluating Vendor Selection
  • Part 4: Introduction and implementation

The purpose of the contract is to provide technical assistance to the Ministry of Interior for completion of the existing digital radio TETRA communication system (phase 3) in relation to the design, procurement and supervision of the implementation of the extension (phase 2) of the national digital radio communication system (based on TETRA standards) over the national territory as well as to plan the integration of the new system with the system already installed (phase 1).

In the second phase of the project, using the results of the assessment of the previous phase, the following tasks are implemented: developing a complete system plan, reinforcing the coverage scenarios, adopting system functionality, indicative technologies and standards, and developing a proposal for integration with existing systems; cooperation.

The third phase includes the preparation of the entire tender dossier and the implementation of the tender. Invoices will be evaluated by the contracting authority. Carry out a market analysis prior to procurement to ensure a competitive position, assess the adequacy of the candidates, and make a cost estimate. The purpose of the phase is to select the winner, and the consultant’s related task is to support the contracting authorities by proposing to minimize the time of procurement and minimizing the risks to the successful procurement procedure. The duration of the phase is determined by the time of the formal application process.

The fourth phase starts after the conclusion of the contract. It is planned that the introduction of the PMR will take between 1-1,5 years from signing the contract to preliminary acceptance tests. The consultant monitors and manages the commissioning process on a daily basis, including the quality check of the equipment used and the delivery by the supplier, and generates regular reports to the contracting authority and the beneficiary.

 

Purpose of the project:

The purpose of the project is to provide the beneficiary and the contracting authority with appropriate support for the implementation of the project, review planning, procurement and turnkey implementation to expand the national coverage of the PMR, and to promote the integration of new and existing systems. It also aims to create nationally homogeneous PMR coverage that is suitable for professional and secure serving of all user organizations.

 

Tasks to be carried out during the project:

  • Support to the beneficiary and the contracting authority to improve critical errors in the TETRA-1 network;
  • Performing a complete field research and making a quantitative estimate of the system;
  • Creating a complete system plan, proposing integration with the current system and implementing compatible operation;
  • Preparation of a tender dossier, including technical specifications, as well as the terms and conditions of the supply contract for post-delivery maintenance services;
  • Professional Support for Supplier Selection;
  • Providing project management support throughout the implementation and commissioning period;
  • Supporting Approval Procedures.

 

Geographical scope of the project:

The central project office is located in the capital Skopje, but activities are carried out throughout the country, including border areas and international border crossings.

 PROJECT PROGRAM FOR SELECTING A CONCESSION FOR LIGHT RAIL SYSTEM FOR THE TRANSPORT OF PASSENGERS IN THE CITY OF SKOPJE

Information about the project: Based on the urban transport chapter of the National Transport Strategy of the Republic of Macedonia adopted by the Parliament of the Republic of Macedonia, one of the basic directives for the development of the city of Skopje states that the local authorities should propose a strategy for sustainable urban transport and the implementation of the urban railway system.

The 2008-2018 Skopje city public transport strategy prepared in 2008, in line with global standards, proposes a public transport solution with a faster and greater capacity than today, for a city with over half a million inhabitants, such as Skopje. For the capital, the fast tramway system seems to be the optimal solution, which operates on traffic-free rails in the most populated parts, so it could form a coordinated and integrated system with the local bus transport.

  • Preparation of a concession study;
  • Preparation of a transport-technical analysis;
  • Economic and financial analysis;
  • Making a legal analysis;
  • Exploring development opportunities;
  • Preparing a tender dossier.

 

Objective of the project:

The primary objective of the project is to promote the economic and social development of the city of Skopje and improve the willingness to invest in the transport sector, following the approach to the EU standards.

 

Tasks to be carried out during the project:

Support the activities of the city of Skopje to enhance the efficiency of the transport sector by preparing technical, financial and legal documentation for the licensing of light rail passenger transport systems.

 CONSULTING SERVICES TO SUPPORT STRENGHTENING OF THE FINANCIAL MANAGEMENT FUNCTION OF AD ELEM

Information about the project: The aim of the project is to support the build of a modern business information management system (ERP) for AD ELEM providing accurate and up-to-date management information to control company performance and meet the information needs of internal and external users. As a consequence of ongoing regulatory changes, AD ELEM will acquire the license to trade electricity in domestic and foreign markets, in addition to the production of electricity. The Energy Regulatory Committee (ERC), which issues the license, requires separate accounting, accounting and financial reports for each power plant. Compliance with ERC requirements is a key aspect for the company when it comes to system implementation.

 

Objective of the project:

The overall goal of the project is to optimize the business processes of AD ELEM and improve the quality of management reports.

 

Tasks to be carried out during the project:

  • Identify and define business processes in accordance with ISO 9001, and develop development and change proposals to increase efficiency.
  • The introduction of an integrated enterprise management system for AD ELEM, covering the following features:

Information about the project: The main purpose of the property registration and registration project was to establish an efficient and effective real estate cadastre and registration system that contributes to the development of a more efficient land and property market in the Republic of Macedonia.

 

Objective of the project:

The subject of the project is the successful introduction and commissioning of all proposed modules of the Corporate Governance (ERP) system, as set out in the tender documents and the tender.

 

Tasks to be carried out during the project:

  • Expert support to evaluate vendor quotes for ERP / DMS / eCadastral software to be purchased;
  • Expert support for evaluating quotations received on the hardware platform to be purchased;
  • Providing expert support, project management and supervision for the introduction of ERP, DMS and eCadastral Gateway by external contractors;
  • Professional supervision of the implementation of HW and SW required for the implementation of ERP, DMS and eCadastral Gateway;
  • Check the execution, execution and sharp startup of ERP, DMS and eCadastral Gateway;

Information about the project: The purpose of the assignment is to introduce the principles of quality management in the operations of the Ministry of Labor and Social Policy and its affiliated organizations and to prepare the acquisition of a certificate according to ISO 9001: 2008 to increase the efficiency of the beneficiary organizations.

The project is implemented in four phases:

  1. Phase: Creating a Detailed Work Plan
  2. Phase: Designing and implementing quality management training
  3. Phase: Design and implementation of quality management system and certification according to ISO 9001: 2008
  4. Phase: Providing the Ministry with the necessary support for the operation of the quality management system

 

Objective of the project:

Overview and development of the process management functions of the Ministry of Labor and Social Policy (State Employment Office and its 30 branches, 11 Social Protection Institutions, 33 Social Welfare Centers and institutes for War Veterans)along with the principles of quality management Organizations in order to obtain ISO 9001: 2008 certification.

 

Geographical scope of the project:

The project management and advisory group is located in Skopje. The professional activities and tasks to be carried out during the project are realized at the premises of the institutions concerned, in the territory of Macedonia.

 TECHNICAL ASSISTANCE AND DATA COLLECTION FOR STRENGTHENING THE STATISTICAL CAPACITY OF THE MINISTRY OF AGRICULTURE AND RURAL AFFAIRS (MARA)

Information about the project: The primary purpose of the project is to assess, analyze and develop the current situation of the Turkish Agricultural Statistical System in order to harmonize with the EU’s Agricultural Statistics System.

To carry out the above-mentioned objectives: to create a sampling system based on current farm records, build a questionnaire, develop user guides, query and forecast methods for selected products (wheat, maize and olives), data collection with new objective techniques, data mining and training.

 

Objective of the project:

The subject of the project is the contribution to legal harmonization, in particular the capacity development of selected data providers outside TurkStat.

The aim of the project is to improve the quality of the statistical data obtained by MARA by developing an action plan, conducting organized trainings, introducing new production forecasting methods, improving the knowledge base for survey preparation and collecting data that is consistent with EU standards.

 

Geographical scope of the project:

Our consultants work at MARA at the Ankara center of project management. Field work is carried out at the following locations: Antalya, Adana, Konya and Manisa.
